First of ten children, Moreira Neves was born in Sao Joao del Rei, Brazil, on September 16, 1925. He entered the Dominican Order when he was very young and from 1945 to 1947 he studied philosophy. On March 7, 1948 he made his vows and on July 9, 1950, he was ordained a priest. After an intense period of pastoral work in Sao Paulo, in 1954 he was transferred to Rio de Janeiro and was named editor-in-chief of the magazine Mensagero do Santo Rosario. He was head of religious education for the Brazilian Bishops' Conference. On June 9, 1967, he became Bishop of Feradi Major and Auxiliary to the Archbishop of Sao Paulo. On October 15, 1979, Pope John Paul II named him Secretary of the Brazilian Episcopal Conference and also promoted him to Archbishop. On July 9, 1987, he was transferred to the archbishopric of Sao Salvador de Bahia. He was made a cardinal during the Consistory of June 28, 1988.
