Born in Morfasso near Piacenza on November 14, 1910, Oddi entered the seminary at age 11. On May 31, 1933 he was ordained. In Rome, he graduated from the Angelicum in Canon Law in 1936 and from the Ecclesiastic Pontifical Academy. He was posted to Iran. In 1939, he was transferred to Lebanon. He was appointed on July 30, 1953 Archbishop of the titular Church of Mesembria and Apostolic Delegate to Jerusalem, Palestine, Transjordan and Cyprus. Between 1953 and 1957, Oddi worked with Orthodox leaders for the restoration of the Holy Sepulchre. In 1957, he was transferred to Egypt. In 1962, after many years in the Middle East, he was named Nuncio to Belgium-Luxembourg. Made a cardinal by Paul VI during the Consistory of April 28, 1969, he became in that same year Papal Legate for the Basilica of St. Francis in Assisi. Between 1979 and 1985 he served as Prefect of the Congregation for the Clergy.
